Granted, my suggestion is the path of least resistance, but after years of messing with computer glitches (with networking problems being some of the trickiest to trouble-shoot...) I am loathe to waste any more time than is necessary to arrive at a workable solution in most situations.

Describe how you are trying to connect from the cube to the 1400. Are you using Go->Connect to Server and typing in the IP address of the 1400, or are you trying to use the Network icon?
With most non-Apple routers, the Network icon won't work, because they do not pass AppleTalk discovery traffic. You have to type the IP address of the server.
Have you made sure you have file sharing turned on on the 1400?
What operating system do you have on the 1400? You must have at least OS 9.0, and you must turn on "Allow file sharing clients to connect over TCP/IP" if you want to connect using OS X 10.4.

Actually mayo, it is the other way around. I can connect to the Cube from the PB1400 but not the other way. And when I try to transfer files, small files are OK but large cause the connection to drop. So I can't just"live with it".

Oops... Sorry Steve. I read your post a couple of times and I thought that I had it right. I just read it again and I finally got the message! And since you cannot pass along large files it certainly isn't a workable situation...
If you are going to have a file sharing problem it will happen when connecting between OS X and OS 9 Macs. I haven't a clue why, I've just seen it more than a few times in the past... Here is the Apple Web page on creating a network. Maybe it will provide a hint regarding a setting that needs to be changed...
Have you tried Googling your problem? I gave it a go but I couldn't spend more than a couple of minutes perusing the results. You might have better luck if you play around with the search terms...

Success!!!!!
Using the GO->Connect menu is the key, at least for OSX to anything else. Using the Network Icon simply doesn't work.
The other thing I had to do was straighten out the IP addresses. Somehow the IP address for the 1400 was 'stuck' on an address for a WiFi site I had been using during a vacation trip. I had to go and delete some locations and re-add them. Once I got it to switch back to its normal address, BINGO! and we're on line.
