Four keys on my iBook are outputting different characters:
Examples:
In Webmail I get:
Apostrophe becomes - è
Question mark turns into - É
Right arrow becomes "
Left arrow becomes '
How to fix thisÉ

See flag in top menu bar - if it's a Canadian flag with "CSA" underneath, that's what you've got. It does the things you're describing and lots more strange things besides. I tried typing with the French Canadian layout, but making apostrophes with "shift + comma", to say nothing of quotes with "shift + period" would take some serious re-mapping of my brain at this point in my life!!Anyway - go to system preferences->International (you can also get there via the flag in the menu bar, if you've got it showing there) and pick either the Canadian or US layout. There is a neat keyboard viewer which you can activate in the Input Menu of the International prefs - you can then see what the layout is for any language - hit shift or option etc. to see what the modifier keys do.
If the flag isn't showing in your menu bar, you can activate it via the International prefs - check the box for "show input menu in menu bar" at the bottom of the page under the Input Menu tab.

Do you have any software that 'rearranges' the output of any key? Make sure "Dvorak" is not selected in the above panel, even though I think you'd have massively different output with any version of that set up.
Can you try another keyboard on the machine, plug into the USB port? You may also need to 'fiddle' with the "Keyboard..." pref panel to be sure the Mac is using the other keyboard.
Lastly, it is not terribly difficult to remove/replace that keyboard, if I recall correctly. It shouldn't rut to remove it, check for any obvious abrasions, scratches on the bottom or signs of anything rubbing it, especially near those keys. You might as well check that its cable is secure, while you're at it.

I'd be willing to bet money that you've got it on the Canadian French - because I went and tried it all out and produced exactly the results you're seeing. Been there before and done that by mistake too.

Yup - it was 11 before Jasey Jay Anderson won his this afternoon in Parallel Giant Slalom.
2 more and it will be a record number of golds for any nation. Quite an accomplishment, especially when you consider Canada's population (1/10th of the US, just over a third of Germany...)

Are you referring to Canada's National Bird? Actually, with the probable extreme irritation of certain animal "rights" groups, most of the South takes mosquitos very, very seriously. 
There are often city/county/state rules on disposition of old tires and other super mosquito breeding junk. There are also spraying programs in larger inhabited areas. Those 'little' buggers are just superb disease carriers! That is another reason we shoo them all North! BTW, I have absolutely no idea who will win the game (which may even be over by now)!
Just hope it's fair and well played! And that no one will get hurt by flying corks!!!

And the fans went wild...
It's also nice to see hockey as it should be played - absolutely no fighting, just superb playing. I haven't watched an NHL game in years - and the fighting is one reason (the other is that I'm just not much of a professional sports fan...)
Canada now also has the most gold medals of any nation at the Winter Olympics. Not bad for a country that couldn't manage even one gold medal the last two times we hosted.
