My "travels the US better half" uses firefox as her primary browser. She just pointed out to me that one of her necessary web sites has a link to a page that the URL ends with PDF. Clicking on that link opens up a new tab and a blank page. It works fine with Safari. I cannot seem to find a preference or anything that solves this issue????

Can you post a link? I'll try it with FF 23.0.1 and OS 10.6.8. BTW, I just tried a PDF via the IRS (for kicks only!) and it worked fine.

scroll down the page to the link "inside brochure" or "outside brochure" thems the culprits. She tells me it happens anytime she trys to open a pdf link, not just this one
pursing around the different forums it looks to me like maybe I have to download a "PDF viewer" plug in or add on to get it to work. Lots of threads going back a ways relating to the same issue.
I just updated ff to 23.0.1 on my MBP and it does the same thing here

OK just fixed it. ff>tools>viewing pdf>open in same tab.

Another little tidbit. I had to disable the "add on" PDF download 3.0.0.2 to get it to work consistently. In testing it I found that about one time in 3 when hitting the link it opened 2 more tabs. The first new one was blank then it immediately opened another tab with the correct pdf page. U I disabled the pdf download and tried it several times and now it seems to be working the way I think it should.
