Fixed in iOS10... uh... huh... so if my rather old iPad won't run iOS10? Good way to uhhhmmmm "encourage" one to buy another iPad?
I honestly don't know what to do... I don't use Voice Over/Dictation, never have but... kinda a big bug, no?
A little further reading... tada! Your answer:

The bad news is there are no plans to fix the bug in iOS 9 and with iPhone 4S, iPad Mini, iPad 3rd gen and iPod touch 5th gen users not entitled to iOS 10 upgrades, users of those devices will be left with the bug until they buy something new.

I can't read the article as I use an adblocker, and I refuse to "sign up" at Forbes so they can send me spam mail -- but for those who wish to read the article, it's also at yahoo:

Glad to see I am not alone with respect to the above. Good Show Kim

Now, now... Just relax. Have a cup of tea. They won't send you SPAM. Just ask them. They just want to let you enjoy some "informational" images and a video or two that will help them pay the huge fees that cover their expenses for bringing their totally unbiased reports. They are a business, after all. They don't exist just for your reading pleasure. They have shareholders and hundreds of employees who all have bills and families and boats and... Surely you can afford to give them just a bit of your time... and maybe some of your personal information. You probably won't even notice the extraction... the pain will come later with barely any connection to Forbes, of course.
Besides, AdBlock + has a 'whitelist' function, so you don't have to completely turn it off. I'm also using <Wipr> on the Mac, just noticed I can also install it on my iDevices...

Thanks for the advise for an Adblocker! Spam mail drives me crazy... I agree and will go for one! I see Apple has released iOS 9.3.5... I guess enough people squawking does get attention!

"AdBlock..." (there are several versions) runs on web browsers, not Mail. Wipe is another 'brand'. Both simply block JavaScript which is often used to download ads (which is not actually the same as "SPAM".
I'm quite happy with Spamsieve for blocking SPAM in Mail.
Different apps for different purposes.

Spamsieve... OK... thanks, it is mainly Mail that drives me bonkers but good for the browser too I think...

I don't think 9.3.5 has anything to do with 9.3.4.
I would have sworn I read this week that Apple responded to a very recent report about a problem found in their texting app. It arrived only a few weeks of the 9.3.4 update. Not sure what you mean by "enough people squawking" getting attention. From what I've read in several different places, this is a major security problem and the fix was as immediate as a huge corporation can be.

Interesting: I upgraded to iOS 9.3.5 on my iPhone 5s and now dictation no longer works. It might grab a word or two, or it might not. I now have to type everything, and this is a prob since I text daily with all of my kids and one of my granddaughters ... my fingers are gonna wear out!

Haven't yet found anything specific to left coast users, but this bit might help:
QUOTE
Dictate when connected to Wi-Fi: Dictation to an iOS device requires that your voice be sent to a server, where it is recognized and transcribed, and then sent back to your iOS device. For this reason, dictating to an iOS device works best when you’re using Wi-Fi; it also works well with a 3G connection; but anything slower is hit or miss, in my experience.
I'd suggest a complete shut down and a re-boot, also. Can't hertt.
OTOH, 9.3.5 wasn't addressing the dictation bug in .4. Strange that you didn't see it until moving to .5. Are you sure you went from9.3.3 to 9.3.5?

I'm positive. I tried the shut down/reboot; and I was connected to wi-fi – my own wi-fi because I was at home.

I can only assume that is the left coast dialect then. Seriously, I haven't used dictation for about 46 years, so I have no idea how well it works on my iPhone. iOS 10 is due out in a few weeks. Hopefully that will solve this particular problem before your finger tips are worn to the bone!
