I know this sounds like a really stupid question although there are no stupid questions here at TS so I will ask it.
In the Photo App, how do I move a photo to the Desktop so I can edit it in Photoshop? I used to download all my photos to a folder I would
create on the Desktop and then work on them. I haven't done much editing of photos in El Capitan but it looks like Apple
has created one more fence to jump over.

Gary it is a short fence. Just click on the photo and drag it to the desktop.

Unfortunately, there's no setting in Image Capture for setting anything. It doesn't even have a 'preferences'!
I just start it up manually. But you could also put it in the Dock.
As for stopping Photos from opening, try this. Connect your iPhone allowing Photos to then open. Click the "Import" tab. I think you will see your iPhone icon just below the Title/tab bar on the left-hand edge. The best part is to the right of the icon! Do you have a checkbox labeled: "Open Photos for this device"? I have that box UN-checked.
