Previous contracts, especially military types always seemed to go to the highest bid. SpaceX just won the Artemus Human Landing System contract (https://www.govconwire.com/2021/04/spacex-wins-2-9b-nasa-artemis-human-lunar-lander-development-contract/) with the lowest bid. Two other finalists (both asking for about double the SpaceX bid) immediately submitted challenges, of course.
In other SpaceX news, they (finally) made a high altitude ascent and soft landing with Starship SN 15 (https://www.youtube.com/watch?v=7IDMM63InLY).
