I've heard that 10.2.4 is a better bet that 10.2. I've also heard that 10.2.4 is only really for those with broadband, which I don't have. Just ISDN. Is there any virtue in upgrading? What's better about it?

There are many more fixes and imporvments than just for boradband. Currently, I am having no problems with it, and would reccomend it.

May depend on your machine.
There have been several problems noted on Macfixit for people with iBooks (batteries drained), modems and printers.
Unfortunately peripheral problems are typical with every update. Then the next update fixes those but may break new ones. It's a gamble, but necessary in some cases.
