Are you playing a commercial DVD?
or is a Burn DVD?

If you are using a Burn DVD like with MacTheRipper-Dvd2oneX-Toast may be is something wrong in the process...

I don't know if you are using a Pioneer DVD drive but there is a whole website (probably others) devoted to the arcane science of changing regions or setting it up to be region free:

I have not ever had a need for such things as all I've ever had were bought in this country DVD originals; but there might be something to be gained from a study of this stuff!

I wouldn't say you couldn't play them; I just don't know why you can't.  Maybe there is a website that tells you how to do the regionless thing on that particular MATSHITA (Panasonic?) DVD-R UJ-857 drive.

Not a "very" satisfactory solution! Apparently many drives and players are region free now:
