This is a person engaged in the making of the 1938 Walt Disney animated film of Snow White; but what is he doing?

If I get some guesses I'll put the answer up; whether they're right or wrong. If I don't get guesses I'll skip the whole thing!

Seems clear to me that he's ready to record the voice of the talking mirror.

Oh, man Mr. England got it in one; must've been too easy! He's recording the voice of the "talking mirror" although a "talking throne" would've been funny. Maybe he is looking at an animation cell with a viewing chamber over his head to black out all other light to improve the focus on the cell.
