Is there an app that allows the title of an icon or button to be spread over 2 lines?

Perhaps Tinker Tool (freeware) is what you seek. http://www.bresink.de/osx/TinkerTool2.html? It allows 1 to 3 label lines.

But there isn't a version for OS9.
