Hi,
I have a friend going to France. He says he will be able to make phone calls and check the web with an ipod Touch. Does this make any sense? What do most people do? Thank you.

Well, he won't be able to make
regular
phone calls on the cell phone network - iPod Touches don't have the required hardware in there!
However, he could use FaceTime to make calls to other iPod Touches and iPhones. All he needs is a wireless access point for that - and an Apple ID etc.

And there's also Skype, and I think he can landlines with that - though those calls aren't free, they're certainly pretty cheap (especially when compared to cell phone roaming costs!!!):
