Talked w. an ATT tech support person, on 27 Oct, 2016.
My data plan keeps going up and over for no apparent reason, so she had me go thru these things on my phone, I followed her advice.

First, Go into Settings, Privacy, and turn off Location Services on the apps you won't need them for.

Second, Settings, Time and Location, also turn it off.

Third, What I already had done, but you need this on, if you are away from your Wi-Fi.
Settings, turn off all Cellular Data. Turn it back on when you leave the house.

Fourth, Hit home button twice, and swipe all these apps up so they go away, and stop running in the background.

These are ones that I already had turned off.

1.  Cellular data, turn OFF all apps that you won't need like your photo apps. Leave on the maps and weather apps.

2.  Settings, turn OFF Background refresh.

About 2 years ago, was when this issue appeared. And I had had iPhones for many  years before that particular time.  We figured it was in an iOS update, as that is when other people noticed it also.

I had to repeatedly call ATT and explain that I was always on Wi-Fi, and this was not supposed to happen. The phone was OFF and sitting in my pocket when I was away from home, except for occasional checking weather, using the phone, text, or other quick Safari searches.
They always deleted my $15 charge, said that this had been an 'issue' since an iOS upgrade. I forgot the exact date of it.  Explained that being old and retired, that I am home most of the time and always have the Wi-Fi on. Do have the phone with me walking the dog or around town of course, but have turned most everything off as written above.

I/we never had this problem prior to that 2 year ago iOS update.

I have friends with this same problem, and would love to know how to really get rid of this problem.

I bet you have more info and help on this.

Simple, buy a 'flip-phone'. I'm glad the 'techs' at some places have finally been reading the stuff that's been on the web since the 'smart phone' was invented. rolleyes.gif

As with all things 'computer', if you don't investigate the machine and its apps preferences, you have no idea what controls you might have. The first thing to do with any new purchase: "If it has a manual, read it!" wallbash.gif

I had the techs at the store go thru it too, and nobody who is much smarter than I am, has the solution.
Ive been thru all the apps, prefs, and controls many many times. Also on the phone with an ATT tech support person.
Its annoying to have to call, but every time I do, they always delete that extra data overcharge, with no problem.
But wouldn't you think that they would figure out what in that iOS upgrade did to create this problem?

Oh, well, at least they dont require us to pay for it.

That's not really their problem.
Not sure why you expect them to cut back on their own income. dntknw.gif They are in business to make money, not figure out why some product uses more of their product (data transfer) than the customer wants.

Jane, have you turned of wi-fi assist? That is the culprit in many cases. It allows the cellular signal to be used whenever the phone thinks the wifi is "weak".

That should have been the FIRST thing any tech had you do, if it's not already off. It's ON by default.

Go to Settings-> Cellular. Then scroll down and tap the slider for Wi-Fi Assist.

How much data do you have on your data plan?

Thanks for the reminder. I had this turned off, but with the last upgrade it was turned back on by default, and I'd forgotten about it. It annoys me to be at home and have my phone go to data.  dry.gif

I had wifi assist off, but I didn't realize that with an update, it could have gotten turned on again. I must watch for that.

I have 200 MB and its always been plenty until that update about 2 years ago.

Yes, I guess its not ATT problem, but they never ever argue if I want them to delete the charge. They always are very nice and give me suggestions to limit it. Which I thought I had done.

So the other way to do it is to TURN OFF Cellular Data and leave it off except when Im walking Lilly or out of the yard and house. But I would have to need to remember to turn it on each time I go somewhere.
Cellular Data Options give us Enable LTE,which would turn off cellular data to restrict all data to WiFi including Email, web browsing and notifications.

This brings up the question, if I forget to turn Cellular Data back on, and Im at the high school waiting for my grandson to either call, text, or email me to say which field he will be playing on.  Would my PHONE and Text and Email work, if I had forgotten to turn CD back ON again.  If so, I will turn it off and leave it off.

Jane, the phone will still work with cellular data off, as will SMS texts. Other things like email and iMessage/MMS texts, no. And note that some people do complain about not receiving texts from other Apple users, even when the sender has "send as SMS" checked, when the recipient has cellular data off. (My sister had this happen not so long ago - not sure why it happens, but just be aware that it might...)

200 MB is a very small amount of data. You might want to consider upping it a bit. Sometimes, if you've been with a carrier long enough, you'll find they'll give you more if you ask nicely - plus you may find that whatever plan you're on has long ago been superseded by something much better and for similar money. Sometimes. (not always!) It doesn't hurt to ask. I managed to get another 2GB of data added to our plan - kids kept going over - for free. Took a couple of tries, but finally got it. So the three of us now share 10GB. I use a minuscule portion of that. tongue.gif

Thank you, You've explained some of the things that I was wondering about.
Ive been with ATT from day one, so next time I call in to get my $15 reduced, I will ask if they will up mine for being an 'old and good customer'.
Like you say, 200 isn't much.

I do love to look at all my weather apps. MeteoEarth does use a lot, and when I take a look at my little D-link cameras, that does also.
But I do want these on, when Im away from the house, but all the photoshop ones, I turned off.
