"phone is showing my picture" I assume this is some kind of facial identification system where you face the iPhone camera while the bank downloads the image?
I further assume that you are to use the front facing camera only?
Lastly, I assume you have cleaned any fingerprints/smudges off that part of the phone's screen?
Are you using Face ID on your phone? Is that working satisfactorily? I've seen sites that allow me to use Face ID to sign in to an app that lets me make transactions at my bank. But I've never seen any organization ask for my picture.
Perhaps you can list the settings you are using with the Camera app. I suspect 'Live' should be OFF. And be sure "Photo" is the selected mode.
