I am unfamiliar with Empower, so as a guess…
1. Restart while holding down the Shift key. The (re)start up screen will say “Extensions Off”. This is OK.
2. After the machine has fully booted, do a search for Empower. A search, or a Find, is done by holding down the Command (Apple) key and the F key.
3. In the ensuing dialog box, enter “Empower” and click OK, or hit the Enter or Return key or what ever it takes to proceed. The computer will then identify all instances/files where Empower has been found. You may well find a file that is an Application, a Preference, an Extension, and/or a Control Panel.
4. Highlight/drag all these files to the trash.
5. Empty the trash by going to the Special menu at the top of the screen and scrolling down to the place that says Empty Trash. Click there.
6. Restart.
