PC Can't read my Pic CDs

I have burned a cd for a client containing 6 pictures in three different file formats,  .jpg, .tif, and .psd. They can't open these pictures. They at least should be able to open the jpgs. I have made two cds (different brands) and have had more than one person try to open them with no success. I'ver never had this problem before. Any suggestions?

A few questions -

1. Did you save the images with the file extensions?
2. What format did you use?
3. What program are you using to burn the disks?
4. What is the PC-user seeing when they attempt to open the files? Are they coming up as if they are text files?
5. Have they tried opening the files from within a program (rather than just clicking on them)?

Are they coming up as if they are text files? NO
5. Have they tried opening the files from within a program (rather than just clicking on them)? Yes

I believe that depends on the format that you use to burn the CD.

Macs use HFS+
PC use ISO9660
 
and there are more formats too complex for me to understand.

Y think you need to choose and "hybrid" format to be able to use in any computer.

By format, I meant the CDR format (didn't realize that Disc Burner only burns in HFS/ISO-9660, so that is a non-issue).

What message does the recipient get when trying to open the files?

The picture name and extention is grayed, so they can see the picture name but can not select it.

Sounds like they are doing something like trying to use File->Open in a program like Microsoft Word or some other program incapable of opening a picture.
