In the beginning............ I had many sites including webmonkey for HTML language, then broke down and bought Sam's Teach Yourself Web Publishing and got away from the sites. Now the book (600+ pages looks down at me from the most remote bookshelf.  

My kid did some work for the WC3 in his early days, it’s a good place to hang out at and peek inside the workings of the law.
