I would think there would be system logs that might help in this determination. I doubt we ever know whether the files were 'shared' until someone can confirm that their info was used from this source. What the experts know and how much they let us know they know are osually a little different. Frankly, whether it was 'shared' or not is not the major problem and I've yet to hear of any concrete actions to prevent this from happening again in a few months. "Yeah, those VA clowns are pretty stupid! Glad we don't have problems like that around here! BTW, I put the Master Key back in the drawer..."
