I think it's even possible that Gates and Ballmer may actually be the worst source of this kind of info. They know what they want but they don't have enough managers and programmers to supply it. Perhaps with better programmers and fewer lawyers they might do better. Perhaps not. It is obviously extremely hard to change the course of a behemoth even with two very strong 'rudders.' Especially now that one is being removed...
