That seems to be a perfectly legit process, owned by root (the OS), shows up on my "All Processes" list in Activity Monitor. Its parent process is "kchmond" which is a child of "launchd" which is, I think, the standard process to actually launch many, if not most basic OS operations. It may simply be one that tells Apple that your machine is running or it may be trying to access a time server.
I have no idea what it really does, but you should not normally be seeing that dialog, unless you've been messin' with the Security settings, lately. Or reinstalled parts of the System. Or somethin' else...
And, even then, it should be seen only once, assuming you click "Allow."
