There is an offshore market where folks can get away with such things but it's getting harder to do domestically.
Most phones have an IMEI # and can be blacklist making the phone a paperweight.

There was a phone donated do a local charity that turned out to be stolen and it was tracked back to person who received it from the charity. The donor was the grandson of a guy who found a cellphone a the bus stop and when he couldn't contact the owners just put it on a shelf. The old guy died, the grandson donated the content of his house to charity and the phone made it into the hands of a senior citizen who was contacted by the police when he turn the phone on to use it. The charity was notified, the donor grandson was suspected and the dead guy was accused, but the dead guys neighbor knew about the phone and called the police to tell them the story about how the saga began. The Nokia phone was returned to the victim 3 years after it was stolen, and it still worked.

On our drive back from the swamps (formerly known as Florida ), Judy asked to see my iPhone. I didn't see it in the place it usually is!! PANIC!! Just call my number and we'll surely hear it. Nothing!! More panic!!! "Did you leave at that last place we stopped?!!" "Of course not!" (at least I didn't remember leaving it and that's almost the same thing, right?)

Turned out it was in her lap!!!! But it was comforting to know that I could wipe it clean of all.my data.
