Menu blinking in OS10.2

Is there any preference panel in OS10.2 where you can turn off "Menu blinking"?
I seem to remember there was but I can't find it. unsure.gif

The Default seems to be about a Single Blink.

Not as annoying to me as the Classic Blink. wink.gif
