Many use either a text editor or Terminal to change some settings in Pref files. This may be to set a value not available in the built-in interface or to change a setting not even listed in the Preferences. Apparently, one of the ways Mavericks has provided extra speed is to have the prefs stored in a more permanent, special cache area. The prefs are stored in that cache so the plist file need not be re-read on the next launch. This article explains how to make sure any changes you make, manually, also affect the cached info method that Mavericks uses.
