It sounds like a B&W G3 or a 9600 with a G3/G4 upgrade card and running at 400 MHz or faster and as much RAM as I can afford, would do the job and for not much money. These guys are running around $250/$350 and up on eBay.

If you want to run OS X well for the least money grab one of those e-macs.
Don't bother with a Beige Box at all.
B&W for $300 + and bringinging it up to speed is going to be as much.
