It's been a while and I'm not sure I've even tried but the process is not simply backing up and reloading.
The point is, you cannot "change ownership" of the apps. You don't even change "ownership" of the iPad. You simply create different users, similar, but more restrictive, in some ways, than on your Mac. Assuming you want to leave the apps already on the iPad, you will simply sign out of the App Store and then sign in with your Apple ID.
Otherwise, unless an app restricts in some way, anyone using the iPad can use any of its apps. For example, some apps may require you to sign in with a password just for that app. That's the way 1Password operates; obviously, you wouldn't want any and everyone to have access to your password/CC info.
A minor problem may be that when you get a notification that an app can be updated, you may have to sign in as the original 'owner'.
I'm not even sure how "Notifications" operate on your model, what OS version does it have?
Note: I guess I have a new definition for "egregious." I always thought that meant something was well above what would be called a "nuisance." OTOH, one man's nuisance may be another's major problem.
