Jon is on the right track in how to get it to open, but it's been an issue for a while, apparently. Some slightly nutty looking work-arounds in this thread
https://discussions.apple.com/thread/7557404BTW - no need to set Preview as your default - you can simply open the PDF from within Preview, drag the offending PDF onto the Preview icon in the dock (or the Finder) or right click on the PDF and use "Open with" to navigate to Preview.
Found another thread where the same thing was happening with PDFs sent from iPhones to Windows users - again, the advice was to open it via Preview on a a Mac and save it - rendering it readable everywhere once again. This was a couple of iOS' ago, but maybe it's come back again...at least for you, Jack! :P
