Given our proximity to Canada we have over the years hit the various Canadian Hot Springs, staying in their hotel/motel/ and RV campgrounds, most of which have WI-FI access. Here to fore she just turned off the roaming and cell data functions of the iPhone due to the enormous costs involved, and used their wi-fi's for internet access, never for telephone calls. A recent house guest advised us we/she could be using the wi-fi telephone function for calls.

Not a big issue cause who wants the phone working anyhow when enjoying these grand locations?
