Where to repair permissions?

I have read numerous posts on repairing permissions - some say to do it from the HD directly, and others from the install CD.  I'm consufsed - which one should I be using???? huh.gif

Do it from the hard drive, that way the correct permissions will be repaired, specially with Apple's history of multiple OS updates during the Jag years. The CD would contain outdated permission parameters.
