Ron, as of 9:26 AM EDT today, the 10.2.8 update is "temporarily unavailable" at that URL and Apple has posted another article about workarounds for those with 10.2.8 related problems:

Just talked to a friend who downloaded the update when it was on apples site and stashed it till there was time to install it.
She installed it an hour ago on her PB without checking to see if there were any issues first.

Got her up and running with the dock ~~~ just by telling her to reboot and running permissions ~~~. It worked!

Was going to have her pull the dock prefs out and reboot. Didn't have to.
