How to carefully upgrade from 24" iMac to 27" iMac?

I have several issues to deal with before I make this leap from OS10.10 to 10.14, cause my Adobe C6 apps may not work properly anymore. My 24" is stable and reliable, but aging (2009).  :) And I have some issues that I'd like to clean up before I transfer everything over. The help here has always been superb! One topic at a time...

Re Photos:

Q1. My 20,000 photos are stored on iCloud. They are ALL accessible from my iPhone 8 and MacBook Pro. BUT on my current 24" iMac, photos before 2011 only show as previews. If I want to download a specific photo from before 2011 I have to go to iCloud.com and download the image. That's a pain! If I want an image from later than 2011, I just export it from the Photos app. Perfect! So, is there a setting that I've got wrong?

Q2. Moreso, all my iPhoto photos taken since Sept 2019 do not even show on my 24" iMac. They show on the other devices. Is that another setting I've screwed up?
