Previous contracts, especially military types always seemed to go to the highest bid. SpaceX just won the Artemus Human Landing System
contract with the lowest bid. Two other finalists (both asking for about double the SpaceX bid) immediately submitted challenges, of course.
In other SpaceX news, they (finally) made a high altitude ascent and soft landing with
Starship SN 15.
