Why different sizes for same video clip?

I have a 15 second video clip on my iPhone 12 to send to folks. Its file size shows as 17 MB on my iPhone which I can add to text. But it shows as 27MB as an email attachment which is too large to send. Why the difference?
•27" iMac, 2017, 3.47 GHz, 8 GB RAM, 1.03 TB HD, OSX10.14.6
• 15" MacBook Air 2025 OS15.2
• Mac Mini M1, 2020, OS26.0.1
• iPhone 12

Don’t know about the why of size differences. But you might be able to send via iCloud or Mail Drop. Dropbox is also a (free trial) solution.
