Can't access Help on 7100/80AV with OS 8.6

My son-in-law got his hands on an old Powermac 7100/80AV which he wants to  dispose of by donating it to some worthy group.  It has 32MB of
RAM, 80MHz processor and a 600MB HD. It came with OS 8.5.

However, when he tries to bring up the Mac Help, He gets  an error message saying Error -43. He then upgraded it to OS 8.6, but had the same problem.  If he boots upgrades with with the 9.1 CD will that solve the problem (he can download the OS 9.1 upgrade but ther download is not supported on the 7100)?  

Is there any way to fix  "Help"?  He does not want to give the machine away without give it away without even Mac's help working.

I would retry using 8.5 or 8.6 cd installs. I would boot from the cd and then delete the old system folders and then install. I don't think you can install 9.1 on that old machine. If you could it would not be too useable.

I would try the re-install of the system software.

To respond to the other person, you can run OS 9.1 on a 7100, but you need to up the ram. Of course it will run a bit slow.
